Regarding “precursor parts” or “ghost guns”:
All below must transfer through a Federal Firearms Licensed dealer:
“Firearm” includes the frame or receiver of the weapon, including a completed frame or receiver or a firearm precursor part. “Firearm precursor part” means: any forging, casting, printing, extrusion, machined body or similar article that has reached a stage in manufacture where it may readily be completed, assembled or converted to be used as the frame or receiver of a functional firearm, or that is marketed or sold to the public to become or be used as the frame or receiver of a functional firearm once completed, assembled or converted (AB 1621). Additional definition of a “precursor part” (AB 879):
1) An unfinished receiver, including both a single part receiver and a multiple part receiver, such as a receiver in an AR-10- or AR-15-style firearm. An unfinished receiver includes a receiver tube, a molded or shaped polymer frame or receiver, a metallic casting, a metallic forging, and a receiver flat, such as a Kalashnikov-style weapons system, Kalashnikov-style receiver channel, or a Browning-style receiver side plate.
2) An unfinished handgun frame.
Exempt:Law enforcement peace officers and reserve peace officers (authorized to carry a firearm) while on duty and acting within the scope and course of employment. Military forces members while on duty and acting within the scope and course of employment.
Firearms made or assembled prior to December 16, 1968 that are not handguns are exempt.
Antique firearms are exempt.

State of California ACTIVE LAW ENFORCEMENT officers and peace officers with proper credentials on file MAY purchase off-roster handguns and magazines. This exemption includes FEDERAL law enforcement officers residing or working in California.

Boulder County prohibits anyone under the age of 21 from purchasing a firearm, except federal, state, or local law enforcement officers in connection with official duties.
Boulder County ordinance 2022-6 prohibits so-called “ghost guns,” defined as privately made firearms such as unfinished, unserialized frames and receivers. This ordinance does not apply to antique firearms, or firearms made before October 22, 1968 (unless remanufactured after that date), or to local, state, or federal law enforcement officers who possess firearms in connection with their official duties.

To transfer firearms to Massachusetts residents, a Massachusetts-issued License to Carry (LTC/LTC-A or LTC-B) or Firearm Identification Card (FID) must be provided to the transferring FFL (Federal Firearms Licensee).
Large-Capacity Feeding Device: A device capable of accepting more than 10 rounds of ammunition or more than 5 shotgun shells. Excludes devices designed for .22 caliber rimfire ammunition.
