Regarding “precursor parts” or “ghost guns”:

All below must transfer through a Federal Firearms Licensed dealer:

“Firearm” includes the frame or receiver of the weapon, including a completed frame or receiver or a firearm precursor part. “Firearm precursor part” means: any forging, casting, printing, extrusion, machined body or similar article that has reached a stage in manufacture where it may readily be completed, assembled or converted to be used as the frame or receiver of a functional firearm, or that is marketed or sold to the public to become or be used as the frame or receiver of a functional firearm once completed, assembled or converted (AB 1621). Additional definition of a “precursor part” (AB 879):

1) An unfinished receiver, including both a single part receiver and a multiple part receiver, such as a receiver in an AR-10- or AR-15-style firearm. An unfinished receiver includes a receiver tube, a molded or shaped polymer frame or receiver, a metallic casting, a metallic forging, and a receiver flat, such as a Kalashnikov-style weapons system, Kalashnikov-style receiver channel, or a Browning-style receiver side plate.

2) An unfinished handgun frame.

Exempt:Law enforcement peace officers and reserve peace officers (authorized to carry a firearm) while on duty and acting within the scope and course of employment. Military forces members while on duty and acting within the scope and course of employment.

Firearms made or assembled prior to December 16, 1968 that are not handguns are exempt.

Antique firearms are exempt.

Persons aged 18 to 21:

Long gun (not to include semi-automatic centerfire rifle):

Must provide a valid, unexpired hunting license or;
Must provide proper identification of being an honorably discharged member of the U.S. Armed Forces, National Guard, Air National Guard, of the active reserve components of the United States.

Any person under the age of 21 is prohibited from purchasing a semi-automatic centerfire rifle, excepting active law enforcement, unless that person possesses a hunting license

Rifles

18-20 (with hunting license) or older may purchase only ONE semi-automatic centerfire rifle in a given 30-day period, excepting a law enforcement officer.

Complete AR lower receivers may not include prohibited features listed above, nor appear as a named item on Appendices A, B, or C (see “Rifle Flowchart” link above).

Permited:

All rimfire caliber rifles with a magazine capacity of 10 rounds or fewer (e.g.: .22LR, .17HMR, etc.) are permitted, excluding rifles with tubular magazines in lever-action firearms, which do not have magazine restrictions. Rimfire caliber rifles are not considered “assault weapons” and can have features that centerfire rifles cannot.
Rimfire with a capacity of more than 10 can be purchased by LE with proper LE Credentials on file.
Rifles of any caliber with tubular magazines (e.g. lever action) may have a capacity of more than 10 rounds (Cal. Penal Code S.16740).
Springfield M1As will be legal if “CA” or “AA” is indicated in the model number (these models will have a muzzle brake instead of a flash hider).
Stripped AR receivers are permitted, barring inclusion on Appendices A, B, or C (see “Rifle flowchart” link above). Before shipping, customer must verify with the FFL dealer that they will accept the transfer.

Shotguns

Prohibited:

Shotguns with revolving cylinders (e.g. Franchi SPAS 12, USAS-12, Striker-12, or Streetsweeper).
Semi-automatic shotgun that has both a folding/telescoping stock and a pistol grip, thumbhole
stock, or vertical handgrip.
Semi-automatic shotgun that has the ability to accept any detachable magazine.
Shotguns with tubular magazines in which the combined ammunition capacity exceeds 10 rounds AND can be fired by the shooter without either manipulating the magazine selector switch (such as the Standard Manufacturing DP-12), OR that can be fired using a selector switch that allows the shooter to alternatingly use ammunition from more than one tubular magazine without having to manually switch the magazine feeding process (such as the UTAS UTS-15), are prohibited.

Permited:

Shotguns with multiple tubular magazines, each having a 10-round or fewer capacity, and that must be manually switched from one tube to the other tube to use each group of ammunition are permitted. Examples of the above are the Kel-Tec KSG pump shotgun and the SRM-1216 semi-automatic shotgun.
Semi-automatic shotguns with pistol grips must have a fixed stock to be legal.

Handguns

21 and older may purchase only ONE semiautomatic centerfire rifle OR ONE semiautomatic
handgun in a given 30-day period, excepting a law enforcement officer.

Handguns

Must be on Department of Justice (DOJ) Handgun Roster to ship*. Every specification for the firearm must match what is on the roster, otherwise it cannot be shipped.
Models listed on the “Olympic Pistol Exemptions” are permitted.
Springfield 1911s must have “CA” in the model number to ship, excepting Springfield custom “Professional” models PC9111 & PC9111LR, which are permissible without the “CA” designation.

Prohibited:

Any semi-automatic pistols that do not have a fixed magazine, but have any one of the following:
○ Threaded barrel capable of accepting a flash suppressor, forward handgrip, or suppressor.
○ Second handgrip
○ A shroud that is attached to, or partially or completely encircles, the barrel that allows the bearer to fire the gun without burning their hand, except a slide that encloses the barrel.
Cannot exceed 10+1 round capacity.
Mares Legs are not compliant.
No firearm permitted that is not immediately recognizable as a firearm. This includes firearms such as the Trailblazer Firearms LifeCard (as an example) / CA 24510.

Los Angeles and San Francisco

“Ultra-compact” handguns are prohibited and are defined as:
○ Overall length of 6¾ inches or less, OR
○ Overall height of 4½ inches or less (measured with magazine detached).

Permited:

Permissible handguns that are NOT on the handgun roster:

Single-action revolvers that have at least a 5 round capacity with a barrel length of at least 3 inches and an overall length of at least 7½ inches are permitted.
Single-shot pistols that are top-break or bolt-action with a barrel length of at least 6 inches and have an overall length of at least 10½ inches are permitted.

An authorized law enforcement representative of a city, county, city and county, or state or federal government shall present written authorization from the head of the agency authorizing the ammunition purchase or transfer, as described by Penal Code section 30352, subdivision (e)(7); a properly identified sworn peace officer, as defined in Chapter 4.5 of Title 3 of Pa the Penal Code, or Federal law enforcement officer, who is authorized to carry a firearm i course and scope of the officer’s duties, shall present both: (A) a sworn state, or local pe officer’s credential, and (B) verifiable written certification from the head of the age described by Penal Code section 30352, subdivision (e)(8)(B)(i). The verifiable writt certification from the head of the agency expires 30 days after issuance. In the case of t federal, state, or local officer, the ammunition vendor (BudsGunShop.com) must kee photocopy of the front and back of the credential and the identification document provide along with the original verifiable written certification from the head of the agency. ammunition vendor must make a copy of these records available to the CA DOJ upon request. If the law enforcement agency does not allow photocopies to be made of the credential, the ammunition vendor shall retain a business card from the sworn law enforcement officer af personally viewing the credential. At the time of delivery, the ammunition vendor shall require the purchaser or transferee to provide an identification document that meets the requiremen of Penal Code section 16300 (a document issued by a federal, state, county, or municipal government, that bears the name, date of birth, description, and photo of the person), to verify that the person who is receiving delivery of the ammunition is the person exempted

Prohibited:

Exploding targets, marketed as separate binary components and sold under trade names such as Tannerite, H2 and Last Man Standing (not inclusive), are prohibited.
Batons are prohibited.
ASP batons and any instrument/weapon known as a Blackjack, Slungshot, Billy, Sandclub, Sap, or Sandbag are prohibited.
No .50 BMG ammunition to California.
Any device, component, part, combination of parts, attachment, or accessory that increases the rate of fire of any firearm, including but not limited to bump stocks, trigger cranks, and binary trigger systems is prohibited.
Certain cities and municipalities may have regulations regarding stun guns, TASER, or pepper sprays. By purchasing one of these items from BudsGunShop.com, you are certifying under penalty of law that you are eligible to purchase and possess a stun gun, TASER, or defense sprays from BudsGunShop.com. Pepper spray is limited to 2.5oz containers or smaller.

Permited:

AR upper receivers (stripped, barreled, or complete with a 16” barrel minimum) are permitted.
All magazines are limited to 10 rounds or fewer.

Prohibited:

Large-capacity, magazine-conversion kits, which include, but are not limited to, the body, spring, follower, and floor or end plate, capable of converting an ammunition feeding device into a large-capacity magazine are prohibited.

Other Restrictions

We do not ship firearms directly to C&R dealers in California.
Rossi Circuit Judge is prohibited.
Pistol-grip firearms expelling a shotgun shell that are 26” or longer in overall length, but with smooth-bore barrels shorter than 18” in length are not being transferred by California FFLs. Regardless whether pump-action or semi-automatic, this category includes the Mossberg Shockwave, Remington Tac-14, Emperor Arms Duke / Mogul series, Charles Daly Honcho, RIA VRF14 and the like.

LAW ENFORCEMENT EXEMPTIONS

State of California ACTIVE LAW ENFORCEMENT officers and peace officers with proper credentials on file MAY purchase off-roster handguns and magazines. This exemption includes FEDERAL law enforcement officers residing or working in California.

Law Enforcement (including federal) can purchase non-compliant ARs and so-called “assault pistols” as long as the firearm is being used for duty use only. Department letterhead required and must ship to a dealer with an “assault weapon” permit.
Law Enforcement, Judges, and District Attorneys are able to have ammunition shipped directly to them with proper credentials on file. See Ammunition “Exceptions” box above for more detail as to what those proper credentials would be.
High capacity magazines can also be purchased, however they must be shipped to an FFL. Credentials need to be on file prior to shipment.
Active LE are able to purchase stun guns, TASERs, defense spray, and batons.
Certain entities (departments or city/county offices) and sworn officers (individuals) are eligible to purchase “off-roster” handguns. These entities/officers must have satisfactorily completed the firearms portion of a training course prescribed by the Commission on Peace Officer Standards and Training pursuant to CA Section 832. That expanded list of entities/officers can be found here.

Colorado

Rifles

The Following are prohibited:

Rifles that come with over a 15 round capacity magazine. (Does not include .22LR tube-fed rifles or tubular magazines contained in a lever action rifle of any caliber.

Shotguns

The Following are prohibited:

A fixed, tubular shotgun magazine that holds more than 28 inches of shotgun shells, including any extension device that is attached to the magazine and holds additional shells.*
Shotguns that come with a non-tubular, detachable magazine, box, drum, feed strip, or similar device that is capable of accepting more than 8 shotgun shells when combined with a fixed magazine.*

Handguns

The Following are prohibited:

Handguns that come with a magazine capacity over 15 rounds.

Accessories / Ammunition

The Following are prohibited:

Magazines exceeding 15 rounds.
A non-tubular, detachable magazine, box, drum, feed strip, or similar device capable of accepting more than 8 shotgun shells when combined with a fixed magazine.

City of Denver and Denver County

The city of Denver prohibits so-called “ghost guns,” which are privately-made firearms with no serial numbers or markings. This includes the possession, carrying (open or concealed), use, or manufacturing of non-serialized firearms (including any non-serialized frame or receiver).

Rifles

The Following are prohibited:

All semi-automatic, centerfire rifles with a detachable magazine capable of holding 15 or more rounds

Shotguns

The Following are prohibited:

All semi-automatic shotguns with a folding stock or a capacity of more than six (6) rounds, or both.

Handguns

The Following are prohibited:

All semi-automatic pistols that are modifications of rifles having the same make, caliber, and action design but with a shorter barrel and no rear stock, or modifications of fully automatic weapons originally designed to accept magazines with a capacity of 15 or more rounds.
(Excludes firearms using rimfire ammunition).

Boulder County

Boulder County prohibits anyone under the age of 21 from purchasing a firearm, except federal, state, or local law enforcement officers in connection with official duties.
Boulder County ordinance 2022-6 prohibits so-called “ghost guns,” defined as privately made firearms such as unfinished, unserialized frames and receivers. This ordinance does not apply to antique firearms, or firearms made before October 22, 1968 (unless remanufactured after that date), or to local, state, or federal law enforcement officers who possess firearms in connection with their official duties.
(Excludes firearms using rimfire ammunition).

Assault Weapons

“Assault weapon” does not include:

Any firearm made permanently inoperable, any antique firearm manufactured before 1899, or a replica of an antique firearm.

Rifles

A pistol grip or thumbhole stock;
Any feature functioning as a protruding grip that can be held by the non-trigger hand;
A folding or telescoping stock;
A flash suppressor;
A shroud attached to the barrel, or one that partially or completely encircles the barrel, allowing the bearer to hold the firearm with the non-trigger hand without being burned (excluding a slide that encloses the barrel)

“Assault weapon” means any semi-automatic centerfire rifle that has the capacity to accept a detachable magazine and has one or more of the following characteristics:

Shotguns

“Assault weapon” means any semi-automatic shotgun that has one or more of the following features:

A pistol grip or thumbhole stock;
A feature functioning as a protruding grip that can be held by the non-trigger hand;
A folding or telescoping stock;
A fixed magazine capacity exceeding 5 rounds;
The ability to accept a detachable magazine

Handguns

“Assault weapon” means any semi-automatic centerfire pistol that has the capacity to accept a detachable ammunition feeding device and has any of the following:

A threaded barrel;
A second pistol grip, or another feature functioning as a protruding grip that can be held by the non-trigger hand;
A shroud attached to the barrel, or one that partially or completely encircles the barrel, allowing the bearer to hold the firearm with the non-trigger hand without being burned (excluding a slide that encloses the barrel);
A flash suppressor;
The capacity to accept a detachable ammunition feeding device at a location outside of the pistol grip;
A weight of 50 ounces or more when unloaded;
A buffer tube, arm brace, or other part that protrudes horizontally behind the pistol grip;

Ammunition & Accessories

No person, corporation, or entity in unincorporated Boulder County may manufacture, import, purchase, sell, or transfer any assault weapon, large-capacity magazine, or rapid-fire trigger activator.

Large-Capacity Magazine (LCM)

A feeding device with a capacity to accept more than 10 rounds, but does not include:
- A feeding device that has been permanently altered so it cannot accommodate more than 10 rounds.
- A .22 caliber tube-ammunition feeding device.
- A tubular magazine in a lever-action firearm.

Rapid-Fire Trigger Activators

A device that, when installed in or attached to a semi-automatic firearm, substantially increases the rate at which the trigger is activated or the rate of fire.

Broomfield

No rapid-fire trigger activators (binary or forced-reset triggers).
Prohibits non-serialized firearms.

Law Enforcement Exemptions

Law enforcement officers may purchase non-compliant firearms for duty use only and must have authorization from their department.

Connecticut

List of Restricted Assault Weapons

Any device, component, part, combination of parts, attachment, or accessory that increases the rate of fire of any firearm, including, but not limited to, bump stocks, trigger cranks, and binary trigger systems is prohibited.

Rifles

The Following are prohibited:

Semi-automatic, centerfire rifles that can accept a detachable magazine and have at least one of the following features:
- A folding or telescoping stock
- Any grip (including a pistol grip, thumbhole stock, or any other stock) that would allow an individual to grip the weapon with any finger on the trigger hand, other than the trigger finger, directly below the action when firing
- A forward pistol grip
- A bayonet mount
- A flash suppressor
- A threaded barrel
- A grenade launcher or flare launcher
- Magazine capacity over 10 rounds
Semi-automatic, centerfire rifles with a fixed magazine that can accept more than ten rounds or that have an overall length of less than thirty inches.
Any semi-auto, centerfire rifle that can accept a magazine with a capacity exceeding 5 rounds is prohibited for anyone under twenty-one years of age.
.22 Rimfire semi-auto rifles with detachable magazines that have any two of the following features:
- Pistol grip
- Folding/telescoping stock
- Bayonet mount
- Flash suppressor
- Threaded barrel
No upper or lower AR or AK receivers.

Shotguns

The Following are prohibited:

A semi-automatic shotgun that has both of the following:
- A folding or telescoping stock
- Any grip (including a pistol grip, thumbhole stock, or any other stock) that would allow an individual to grip the weapon with any finger on the trigger hand, other than the trigger finger, directly below the action when firing.
A semi-automatic shotgun with a fixed magazine over 5 rounds.
A semi-automatic shotgun that has the ability to accept a detachable magazine.
A shotgun with a revolving cylinder.

Handguns

The Following are prohibited:

A semi-automatic pistol that has the ability to accept a detachable magazine and has at least one of the following features:
- An ability to accept a detachable ammunition magazine that attaches at some location outside of the pistol grip.
- A threaded barrel capable of accepting a flash suppressor, forward pistol grip, or silencer.
- A shroud that is attached to or partially or completely encircles the barrel, allowing the shooter to fire the firearm without being burned (excluding a slide that encloses the barrel).
- A second hand grip.
- A semi-automatic pistol with a fixed magazine that can accept more than ten rounds.
- Manufactured weight of 50 oz or more.
- Magazine capacity exceeding 10 rounds.
No Walther PPQ M2 handguns (Only M1).

Other Firearms

The Following are prohibited:

Any semi-automatic firearm (other than a pistol, revolver, rifle, or shotgun) that has at least one of the following features:
- Any grip that allows the individual to grip the weapon with any finger on the trigger hand, other than the trigger finger, directly below the action when firing.
- An ability to accept a detachable ammunition magazine that attaches at some location outside of the pistol grip.
- A fixed magazine that can accept more than ten rounds.
- A flash suppressor or silencer, or a threaded barrel capable of accepting a flash suppressor or silencer.
- A shroud attached to or partially encircling the barrel, allowing the shooter to fire the firearm without being burned (excluding a slide that encloses the barrel).
- A second hand grip.
- An arm brace or other stabilizing brace that could allow such a firearm to be fired from the shoulder, with or without a strap designed to attach to the individual’s arm.
No Remington Tac-13, Emperor Mogul Max Ultra, or similar models.

Accessories / Ammunition

We do not ship magazine extenders or extensions.
Any device, component, part, combination of parts, attachment, or accessory that increases the rate of fire of any firearm, including but not limited to bump stocks, trigger cranks, and binary trigger systems is prohibited.
The following firearm parts designed or intended to convert a semi-automatic firearm into an “assault weapon” are prohibited:
- Folding, telescoping, thumbhole, or pistol grip stocks
- Pistol grip
- Vertical grips
- Bayonet mount
- Flash hider/flash suppressor/muzzle brake
- Threaded barrel
- Grenade launcher
- Upper receivers that can be used to build an “assault weapon,” including but not limited to AR and AK receivers
- Barrel shroud
No magazines exceeding 10 rounds.
- No Walther PPQ M2 magazines
- No Walther PPX M2 magazines
No online bulletproof vest sales.

Ammunition and Purchase Restrictions

Only holders of a valid CT Carry Permit, Eligibility Certification, Long Gun Eligibility Certificate, or Ammunition Certificate and a State-Issued Photo ID will be able to purchase ammunition and/or magazines. Armor Piercing and Incendiary .50 caliber bullets and loaded ammunition are prohibited.
Unserialized 80% frames or receivers are prohibited.

Law Enforcement Exemptions

Delaware

“Ghost Gun” Law

Possession of an unfinished firearm frame or receiver with no serial number is prohibited.
- “No person shall knowingly possess an unfinished firearm frame or receiver that requires further machining or molding to be used as part of a functional firearm and which is designed and intended to be used in the assembly of a functional firearm. Possession of an unfinished firearm frame or receiver with no serial number is a Class D felony.”

Rifles

“Assault weapon” means any of the following:

American Arms Spectre, Avtomat Kalashnikov, AR-15, Daewoo, Barrett .50 cal, UZI, and others (full list provided in the document).

Must be a minimum age of 21 to purchase rifles and rifle ammunition (does not include muzzle-loading or black powder rifles).
Prohibited: magazines larger than 17 rounds (except for .22 rimfire tubular feeding devices).
Exempted: authorized law enforcement and armed forces personnel.

An assault long gun.
A copycat weapon, which includes:
- Semi-automatic, centerfire rifles that can accept a detachable magazine and have at least one of the following features:
  1. A folding or telescoping stock
  2. Any grip (pistol grip, thumbhole stock, or any other) that results in any finger on the trigger hand, other than the trigger finger, being directly below the action when firing
  3. A forward pistol grip
  4. A flash suppressor
  5. A grenade launcher or flare launcher
- Semi-automatic, centerfire rifles with an overall length of less than 30 inches.

“Assault long gun” includes models such as:

“Assault pistol” includes:

A semi-automatic centerfire pistol that can accept a detachable magazine and has at least one of the following features:
1. A detachable ammunition magazine that attaches at some location outside of the pistol grip.
2. A threaded barrel capable of accepting a flash suppressor, forward pistol grip, or silencer.
3. A shroud attached to or partially encircling the barrel, permitting the shooter to fire the firearm without being burned (except a slide that encloses the barrel).
4. A second hand grip.
A semi-automatic pistol with a fixed magazine that can accept more than 17 rounds

Examples of assault pistols include:

AA Arms AP-9, Beretta 93R, Bushmaster pistol, Ingram MAC-10, Ruger mini-14, Steyr tactical pistol, UZI pistol, and others.

Ammunition/Accessories

No rifle ammunition for individuals under age 21.
No BB guns, paintball guns, spring-powered, or air or compressed gas-powered guns larger than .177 caliber (unless exempt under Delaware concealed deadly weapons license).
Exempted: authorized law enforcement and armed forces personnel.

Prohibited:

Any device, component, part, combination of parts, attachment, or accessory that increases the rate of fire of any firearm, including bump stocks, trigger cranks, and binary trigger systems.
Magazines or feeding devices over 17 rounds (except for .22 rimfire tubular feeding devices).

EXCEPTIONS

Members of the armed forces, law enforcement officers, qualified retired law enforcement officers, and individuals holding a valid concealed carry permit are exempt from certain restrictions on assault weapons, high-capacity magazines, and ammunition.
Licensed firearms dealers can sell large-capacity magazines to other licensed dealers or exempt individuals.

Florida

All Firearms

For all handguns, long guns, and “other” firearms (e.g., pistol-grip firearms expelling a shotgun shell, stripped receivers, frames, etc.), purchasers must be a minimum age of 21 (also see Law Enforcement exemptions).

Bump-fire Stocks Prohibited (FL 790.222):

A “bump-fire stock” is defined as a conversion kit, tool, accessory, or device used to alter the rate of fire of a firearm to mimic automatic weapon fire or increase the rate of fire beyond what is possible for a person to fire semi-automatically. This includes “binary triggers.”

Accessories

PROHIBITED: Any device, component, part, combination of parts, attachment, or accessory that increases the rate of fire of any firearm, including but not limited to bump stocks, trigger cranks, and binary trigger systems.

Law Enforcement Exemptions

The following are exempt from the minimum age 21 requirement for long gun transfers only (handguns and “other” firearms still require a minimum age of 21 for transfer):
- Law enforcement officers
- Corrections personnel
- Active Military as defined in Florida Statutes 943.10(1), (2), (3), (6), (7), (8), or (9).
- A service member as defined in s.250.01.

Guam

Prohibited:

Shotguns without a stock, having only a pistol grip and not fired from the shoulder.
- Example: The Mossberg Cruiser is not permitted.
Handguns with a barrel exceeding 12 inches.
Ammunition or ammunition components.
Pressurized aerosol spray products, including pepper spray.

Hawaii

Prohibited:

- Handguns with a capacity exceeding 10 rounds.
- Pistols or revolvers with a frame or receiver made from a die-cast zinc alloy, which has a melting temperature of less than 800 degrees Fahrenheit.
- Firearms from the following manufacturers: Cobra, Phoenix Arms, Heritage Arms, Walther rimfire pistols, GSG rimfire pistols, and Hi-Point pistols.
- Semi-automatic handguns that accept a detachable magazine and have two or more of the following features:
  - A magazine that attaches to the pistol outside of the pistol grip.
  - A threaded barrel capable of accepting a barrel extender, flash suppressor, forward hand grip, or silencer.
  - A barrel shroud.
  - A manufactured weight of 50oz or more (unloaded).
  - A centerfire pistol with an overall length of 12 inches or more.
  - A semi-automatic version of an automatic firearm (excluding firearms with a barrel length of 16 inches or more).
- Any device, component, part, combination of parts, attachment, or accessory that increases the rate of fire of any firearm, including bump stocks, trigger cranks, and binary trigger systems.
- Pistol-grip firearms expelling a shotgun shell that are 26” or longer in overall length but have smooth-bore barrels shorter than 18” are not transferred by Hawaii FFLs.
  - Examples include Mossberg Shockwave, Remington Tac-14, Emperor Arms Duke / Mogul series.
- Ammunition or ammunition components are prohibited.
- Stun guns or TASERs are prohibited.
- Pressurized aerosol spray products, including pepper spray, are prohibited.
- Unserialized 80% frames or receivers are prohibited.

Law Enforcement Exemptions

- Law enforcement officers are exempt from the above restrictions, provided they submit proper credentials.

Illinois

Public Act 102-0889 / Effective 14 November 2022:

- It is unlawful for any unlicensed person (non-FFL) to possess, transport, transfer, or receive an unserialized unfinished frame or receiver, or unserialized firearm. Firearms manufactured before October 22, 1968, without serial numbers are exempted, and antique firearms are also exempted.

Statewide Restrictions:

Customers must possess a valid Illinois FOID (Firearm Owner’s ID) card to purchase firearms or ammunition anywhere in Illinois. Alternatively, persons possessing a valid Illinois Concealed Carry License can present that in lieu of the FOID card. It must be faxed or emailed prior to shipment.

Prohibited:

Handguns with a barrel, slide, frame, or receiver made from a die-cast zinc alloy or any other non-homogeneous metal, which will melt or deform at a temperature of 800 degrees Fahrenheit or less.
Firearms from the following manufacturers: Cobra, Phoenix Arms, Heritage Arms, Walther rimfire pistols, GSG rimfire pistols, Hi-Point pistols, and Jimenez Arms.
Any device, component, part, combination of parts, attachment, or accessory that increases the rate of fire of any firearm, including bump stocks, trigger cranks, and binary trigger systems.

All Muzzleloaders / Blackpowder Firearms (handguns, long guns) and Pneumatic / Spring / Paint / BB Guns with a bore over .18″ diameter or velocity over 700FPS MUST ship to an FFL dealer.

Stun Guns and TASERs require an FFL transfer.

Protect Illinois Communities Act HB5471

Prohibits the manufacture, possession, delivery, sale, and purchase of so-called “assault weapons,” 50 caliber rifles, 50 caliber cartridges, and “large capacity” magazines.

“Assault weapon” includes:

A semi-automatic rifle with the capacity to accept a detachable magazine, or that may be readily modified to accept a detachable magazine, with one or more of the following features:
- Pistol grip or thumbhole stock
- Forward grip
- Folding or telescoping stock
- Flash suppressor
- Grenade launcher
- Barrel shroud (excluding a slide that encloses the barrel)

Examples of prohibited rifles include:

AK types (e.g., AK47, MAK90, WASR-10)
AR types (e.g., AR-15, Bushmaster XM15, DPMS Tactical rifles, Colt Match Target rifles)
Other examples include Barrett M107A1, Beretta CX4 Storm, Galil, HK91, Hi-Point Carbine, Ruger Mini-14, Uzi, and others.

.50 caliber rifles and semi-automatic pistols with a detachable magazine and certain features (e.g., threaded barrel, second pistol grip, shroud, flash suppressor, etc.) are also prohibited.

Examples of prohibited rifles include:

Prohibited: Magazines with a capacity of more than 10 rounds for long guns and more than 15 rounds for handguns.
Large-capacity magazine conversion kits are also prohibited.

Law Enforcement Exemptions

Law enforcement officers may purchase restricted items for duty use only and must submit a purchasing officer statement on department letterhead, or acknowledge in writing that the purchase is for official duties.
This exemption applies to federal, state, or local law enforcement agencies, wardens, superintendents, and other officers involved in official duties.

Semi-automatic centerfire rifles with an overall length of less than 29 inches.

Permited:

Stripped lower receivers and complete lower receivers without prohibited characteristics.
AR-10 and AR-15 rifles featuring a heavy barrel contour are not regulated and should be transferable.

Rapid-fire Trigger Activators:

A person is prohibited from transporting or possessing a rapid-fire trigger activator, which increases the rate of fire of a firearm, including binary trigger systems, bump stocks, trigger cranks, and similar devices.

Shotguns:

Prohibited:

Shotguns with a capacity over 10 rounds in a detachable magazine.
Semi-automatic shotguns with a folding stock (not including telescoping/collapsible stock).
Any shotgun with a revolving cylinder.

Permited:

Kel-Tec KSG, DP-12, and similar pump shotguns with fixed tubular magazines that may contain 10 rounds or more.

Handguns:

Prohibited:

Handguns with a capacity over 10 rounds.
Handguns must be on the Maryland Handgun Roster to be considered compliant.

Accessories / Ammunition:

Prohibited:

Magazines exceeding 10 rounds.
Stun guns, TASERs, and Defense Spray sales are prohibited in the City of Baltimore, Baltimore County, or Howard County.
Tannerite compounds, exploding targets, or similar materials.
Rapid-fire trigger activators (including bump stocks, trigger cranks, binary triggers).

Law Enforcement Exemptions:

Active Maryland Law Enforcement officers are exempt from the restrictions with proper credentials. They must provide a valid, non-expired law enforcement photo ID and department authorization on letterhead for each purchase.

Prohibited firearms include various semi-automatic rifles, pistols, shotguns, and copies or variants, such as:
- AK-47, AR-15, and their variations.

Massachusetts

To transfer firearms to Massachusetts residents, a Massachusetts-issued License to Carry (LTC/LTC-A or LTC-B) or Firearm Identification Card (FID) must be provided to the transferring FFL (Federal Firearms Licensee).

- LTC-A and LTC: Allows for transfer of large-capacity firearms (excluding “assault-style firearms”), pre-ban models prior to 1994, rifles, shotguns, feeding devices, and ammunition.
- LTC-B: Allows for transfer of non-large-capacity handguns, rifles, shotguns, and ammunition. (This license will be phased out by 2021).
- FID: Allows for transfer of non-large-capacity rifles, shotguns, and ammunition (no handguns).
Large-Capacity Feeding Device: A device capable of accepting more than 10 rounds of ammunition or more than 5 shotgun shells. Excludes devices designed for .22 caliber rimfire ammunition.

Rifles

- Bolt action rifles
- Pump action rifles

- .22LR rifles with fixed tubular magazines (no round count restrictions)
- Semi-automatic rifles that cannot accept a detachable magazine that holds more than five rounds.

- Semi-automatic rifles with a detachable magazine that include at least two of the following features:
  - Folding or telescoping stock
  - Thumbhole stock or protruding pistol grip

- Semi-automatic pistols with a detachable magazine and at least two of the following:

Requirements for Transfer:

- Handguns must be on the Massachusetts Handgun Roster and comply with Attorney General’s regulations.

- Active Massachusetts law enforcement officers or federal officers with arrest powers may purchase firearms on the approved roster and are exempt from Attorney General regulations. They may also purchase “assault-style firearms” and “large-capacity feeding devices.”

Michigan

Handguns

Prohibited:

- Pistols with an overall length greater than 26 inches.
  - Example: Check the overall length of AR/AK pistols to ensure compliance.

Prohibited:

Stun Guns or TASERs (No sales permitted).

Permited:

CS (“tear gas”) spray: Not more than 1.2 oz (35 grams) is allowed.
OC (Oleoresin Capsicum, “pepper”) spray: No quantity or size limit, but must be 10% or less in solution strength.

Minnesota

Prohibited:

Handguns (other than antique firearms) where the frame, barrel, cylinder, slide, or breech-lock is composed of:
- Any material with a melting point of less than 1,000°F.
- An ultimate tensile strength of less than 55,000 psi.
- Powdered metal with a density of less than 7.5 grams/cubic centimeter.
Specific models of handguns including:
- Ruger Wrangler .22 revolvers
- Walther rimfire pistols
- Cobra, Phoenix Arms, Heritage Arms, Hi-Point, and GSG rimfire pistols.

Accessories / Ammunition

Prohibited:

Trigger Activators:
- Devices such as bump stocks, trigger cranks, and binary trigger systems are prohibited.
A “Trigger activator” means:
1. A removable device that increases the rate of fire of a firearm to that of a machine gun.
2. A device that allows a semi-automatic firearm to fire more than one shot with a single pull of the trigger or harnesses the recoil energy to continue firing.
3. A device that allows a firearm to shoot one shot on pull and another on release of the trigger, without requiring a subsequent pull.

Certain cities and municipalities may have regulations regarding Stun Guns, TASERs, or Defense Sprays.

- By purchasing these items, you certify that you are eligible to purchase and possess them.

Permit to Purchase/Transfer

Option 1:

Fill out a Minnesota Uniform Firearm Application/Receipt Permit to Purchase/Transfer and submit it to your local police chief or county sheriff. After background checks, a one-year permit will be issued.

Option 2:

For a one-time purchase from a dealer, complete a consent form at the gun shop. The shop will conduct a background check to determine your eligibility. Some businesses may charge a fee for this service.

Option 3:

A valid Minnesota Permit to Carry serves as a permit to purchase, and no separate permit is needed.

Law Enforcement Exemptions

Active Law Enforcement Officers are exempt from the restrictions listed above.

Nevada

Accessories / Ammunition

Prohibited:

- Bump stocks and Trigger cranks.
- Any manual, power-driven, or electronic device designed to be attached to a semi-automatic firearm that eliminates the need for separate movement for each individual function of the trigger and:

  2. Approximates the action or rate of fire of a machine gun.
- Any part or combination of parts designed to eliminate the need for separate movement for each function of the trigger and:
  1. Materially increases the rate of fire of a semi-automatic firearm.
  2. Approximates the action or rate of fire of a machine gun.
- Any semi-automatic firearm that has been modified in a way that eliminates the need for separate movement for each function of the trigger and:
  1. Materially increases the rate of fire of the semi-automatic firearm.
  2. Approximates the action or rate of fire of a machine gun.

New Jersey

Muzzle Loading and Antique Firearms

Muzzle-loading, black powder, flintlock, matchlock, percussion cap, and antique firearms (produced in 1898 or before) must be shipped to an FFL (Federal Firearms License) dealer in New York for transfer to the purchaser after the completion of a background check.

Rifles

Prohibited:

Semi-automatic rifles that can accept a detachable magazine and have one or more of the following features:
1. Folding/telescoping stock
2. Pistol grip that protrudes beneath the action of the weapon
3. Thumbhole stock
4. Second handgrip or protruding grip held by the non-trigger hand

- A magazine capacity exceeding six rounds
